Twin Lakes Flood Mitigation Project Updates
March 12 Update
Shaw Drive: Ferreira Construction Co., Inc., and its subcontractors (FCC) will continue drainage installation along Shaw Drive from approximately 986 to 1000 Shaw Dr. During the work, there will be alternating traffic on one lane of Shaw Drive with signage, temporary traffic signals, and flaggers present.
Crane Street: FCC will continue work in the pump station area and install injection well structures and pipe.
Adams Drive: FCC will perform inlet top adjustments and grade swales along Adams Drive.
Residents and visitors are advised that the contractor will use a temporary traffic signal on Shaw Drive and flaggers at other locations in the corridor for the lane closure to a single lane. The Twin Lakes Flood Mitigation Project is 72% complete. The project commenced on 7/15/24 and will run for 702 calendar days, with substantial completion on 6/16/26. This is subject to change based on weather conditions and unforeseen additional work.

Shaw Drive: Ferreira Construction Co., Inc., and its subcontractors (FCC) will continue drainage installation from approximately 986 to 1000 Shaw Drive. During the work, traffic will be alternating on one lane of Shaw Drive, with signage, temporary traffic signals, and flaggers in place.
Crane Street: FCC will continue work within the pump station cofferdam area and install Injection well structures.
Adams Drive: No work planned along Adams Drive.

Shaw Drive: Ferreira Construction Co., Inc., and its subcontractors (FCC) will continue roadway reconstruction and drainage installation along the east and west sides of Shaw Drive from approximately 970 to 988 Shaw Drive. The remainder of the barrier wall work will resume after the drainage work on Shaw Drive is completed. During the work, traffic will be alternating on one lane of Shaw Drive, with signage, temporary traffic signals, and flaggers in place.
Crane Street: FCC will resume work on the permanent injection wells, drainage installation, and the pump station cofferdam area after high (king) tides have receded.
Adams Drive: FCC will continue with re-grading within the shoulder and swale areas along Adams Drive, as well as constructing permanent driveway connections.
Residents and visitors are advised that the contractor is using a temporary traffic signal on Shaw Drive and flaggers at other locations along the corridor for a single-lane closure. The Twin Lakes Flood Mitigation Project is 56% complete. The project commenced on 7/15/24 and has a duration of 682 calendar days, with substantial completion expected on 5/27/26. This is subject to change based on weather conditions and unforeseen additional work. Note that the unusually high tides (king tides) are expected to affect the work and travel along the Crane Street roadway during the next month.

Shaw Drive: Ferreira Construction Co., Inc., and its subcontractors (FCC) will continue roadway reconstruction and drainage installation along the east and west sides of Shaw Drive from approximately 970 to 988 Shaw Dr. The remainder of the barrier wall work will resume after the drainage work on Shaw Drive is completed. During the work, there will be alternating traffic on one lane of Shaw Drive with signage, temporary traffic signals, and flaggers present.
Crane Street: FCC will resume the work with the permanent injection wells, drainage installation, and the pump station cofferdam area after high king tides have receded.
Adams Drive: FCC will continue with roadway reconstruction, placement of the asphalt base and structural pavement course, continue drainage installation, from 1004 to 1012 Adams Dr., and continue re-grading within the shoulder and swale areas along Adams Drive, as well as constructing permanent driveway connections.

Adams Drive: FCC will continue with roadway reconstruction and drainage installation from approximately 1004 to 1012 Adams Dr. and continue re-grading within the shoulder and swale areas along Adams Drive, maintaining temporary driveway connections.

Adams Drive: FCC will continue roadway reconstruction and drainage installation on Adams Drive from approximately 1005 to 1009 Adams Drive. Residents and visitors are advised that the contractor uses a temporary traffic signal on Shaw Drive and flaggers in other locations of the corridor for the lane closure to a single lane. The Twin Lakes Flood Mitigation Project is 48 percent complete. The project commencement was July 15, 2024, and the duration is 674 calendar days to substantial completion on May 19, 2026. Shaw Drive: Ferreira Construction Co., Inc. and its subcontractors (FCC) will continue roadway reconstruction and drainage installation along the west side of Shaw Drive from approximately 970 to 988 Shaw Drive. During the work, there will be alternating traffic on one lane of Shaw Drive with signage, temporary traffic signals, and flaggers present.
Crane Street: FCC will continue work within the pump station cofferdam area, forming and pouring the “wet well” structure, the valve box, and installing the treatment unit structure.
Adams Drive: FCC will not resume roadway reconstruction and drainage installation on Adams Drive from approximately 1004 to 1012 Adams Drive until August due to access issues related to the pump station underground work on Crane Street.
Residents and visitors are advised that the contractor uses a temporary traffic signal on Shaw Drive and flaggers in other locations of the corridor for the lane closure to a single lane. Shaw Drive: Ferreira Construction Co., Inc. and its subcontractors (FCC) will continue roadway reconstruction and drainage installation along the west side of Shaw Drive from approximately 970 to 988 Shaw Drive. Roadway reconstruction was substantially completed on the east side of Shaw Drive from 960 to 970 Shaw Drive. During the work, there will be alternating traffic on one lane of Shaw Drive with signage, temporary traffic signals, and flaggers present.
Crane Street: FCC will continue work within the pump station cofferdam area, forming and pouring the “wet well” structure.
Adams Drive: FCC will continue roadway reconstruction on Adams Drive from approximately 1004 to 1012 Adams Drive, weather permitting. Roadway reconstruction was substantially completed along Adams Drive from 1014 to 1026 Adams Drive, full width. During the work, there will be alternating traffic on one lane of Adams Drive with signage, temporary traffic signals, and flaggers present.
Residents and visitors are advised that the contractor uses a temporary traffic signal on Shaw Drive and flaggers in other corridor locations for the lane closure to a single lane. The Twin Lakes Flood Mitigation Project is 37 percent complete. The project commencement was 7/15/24, and the duration is 671 calendar days, with substantial completion to be 5/19/26 (through change order 4 and subject to change based on weather conditions and unforeseen additional work).

Shaw Drive: Ferreira Construction Co., Inc. and its subcontractors (FCC) will continue roadway reconstruction along the east side of Shaw Drive from approximately 948 Shaw Dr. to 970 Shaw Dr. During the work there will be alternating traffic on one lane of Shaw Drive with signage, temporary traffic signals, and flaggers present.
Crane Street: FCC and its subcontractors will continue to work within the pump station cofferdam area, forming and pouring the “wet well” structure.
Adams Drive: FCC and its subcontractors completed the installation of 2 underground drainage structures and approximately 120 LF of 24” pipe. FCC will continue drainage work on Adams Drive from approximately 1005 Adams Dr. to 1012 Adams Dr. and will continue roadway reconstruction on Adams Drive from approximately 1012 Adams Dr. to 1025 Adams Dr., weather permitting. During the work, there will be alternating traffic on one lane of Adams Dr. with signage, temporary traffic signals, and flaggers present.

Shaw Drive: Ferreira Construction Co., Inc. and its subcontractors (FCC) will continue roadway reconstruction along the west side of Shaw Drive from approximately 958 Shaw Dr. to 969 Shaw Dr., including sod restoration behind the wall for permanent erosion control. During the work, there will be alternating traffic on one lane of Shaw Drive with signage, temporary traffic signals, and flaggers present.
Crane Street: FCC and its subcontractors will continue to work within the pump station cofferdam and bottom concrete sealing of the cofferdam on or around Tuesday, Feb. 25, weather permitting.
Adams Drive: FCC and its subcontractors completed the installation of four underground drainage structures and approximately 240 linear feet of 24-inch pipe. FCC will pave the initial layers of asphalt on Thursday, Feb. 20, from approximately 1025/1028 Adams Dr. to the north end of Adams Drive. FCC will continue drainage work on Adams Drive from approximately 1005 Adams Dr. to 1009 Adams Dr., weather permitting. During the work, there will be alternating traffic on one lane of Adams Drive with signage, temporary traffic signals, and flaggers present.
Residents and visitors are advised that the contractor uses a traffic signal and flaggers to close a single lane. The Twin Lakes Flood Mitigation Project is 28 percent complete. The project commencement was July 15, 2024, and the duration is 660 calendar days to substantial completion of May 6, 2026 (subject to change based on weather conditions and unforeseen additional work).
Jan. 15, 2025:
Shaw Drive: Ferreira Construction Co., Inc. and its subcontractors (FCC) will continue the installation of the new concrete barrier wall on the west side of Shaw Drive, weather permitting. FCC will begin roadway reconstruction along the west side of Shaw Drive from approximately 958 Shaw Dr. to 969 Shaw Dr. During the work, traffic will alternate on one lane of Shaw Drive with signage, temporary traffic signals, and flaggers present.
Crane Street: FCC and its subcontractors will continue excavation within the pump station cofferdam and bottom concrete sealing of the cofferdam, weather permitting.
Adams Drive: FCC and its subcontractors completed the installation of five underground drainage structures and approximately 470 LF of 24” pipe. Florida Keys Aqueduct Authority has completed adjustments to water service lines to the residential properties along Adams Drive in preparation for FCC’s roadway and pavement reconstruction from approximately 1025/1028 Adams Dr. to the north end of Adams Dr. FCC will continue drainage work on Adams Dr. from approximately 1011/1012 Adams Dr. to 1025/1028 Adams Dr., weather permitting. During the work, there will be alternating traffic on one lane of Adams Dr. with signage, temporary traffic signals, and flaggers present. FCC will continue with roadway reconstruction from approximately 1025/1028 Adams Dr. to the north end of Adams Dr.

The Twin Lakes subdivision SLR Roadway and Drainage Pilot Project will construct a “pump and treat” stormwater drainage system and elevate roads to a target elevation of 13 inches NAVD 88. The system includes drainage structures, a pollution treatment device, an elevated pump station with a backup emergency generator, pumps, piping, electrical controls, instrumentation, and injection well(s) for the final disposal of treated stormwater.
The county has received a Florida Department of Environmental Protection Resilient Florida grant and a Florida Department of Emergency Management grant, which partially fund the construction and construction engineering services of the project.
