Southcliff Estates Application Process

Located at 95295 Overseas Highway, Key Largo, 33037, (MM95) between Key Largo and Tavernier

  • This complex includes 12 one-bedroom units, 11 of which are available to employees in the tourism industry.
  • The monthly rent for a one-bedroom unit is $1,900.
  • Maximum income:
    • One person: $109,560
    • Two people: $125,040
    • Two people (married/domestic partners): $166,720
  • The rent includes wastewater, water, and trash.
  • Tenants are responsible for electricity.
  • Tenants are responsible for internet/cable, if desired.
  • The head of household must be at least 18 years old.
  • There is a maximum of two (2) people allowed in a unit.

Important Instructions

Please read the following carefully before completing this application. 

  1. Applications will only be accepted through this online platform.  
  2. Answer all questions on the application form. Do not leave any required questions blank. If you do not understand a question, please email SouthcliffApartments@monroecounty-fl.gov.
  3. Incomplete applications will not be processed.
  4. Persons with disabilities or those limited in their ability to read, write, speak, or understand English can seek assistance with completing this form by calling 305-509-2177 to schedule an appointment.  
  5. Use the full legal name of each person listed on the application as it appears on their Social Security card.
  6. Be advised that once you have submitted this application, you are required to keep your information updated if you experience any changes in household composition, income, address, other contact information, etc. You may do so by emailing us at SouthcliffApartments@MonroeCounty-Fl.gov.

To qualify for housing, an applicant must:

1. Be employed in the private sector in a tourism-related business, which means businesses physically located and operating within Monroe County, and who fall within one (1) or more of the following 2022 North American Industry Classification System (NAICS) Categories to be verified through the employer:

  • Sector 71. Arts, Entertainment, and Recreation
  • Sector 72. Accommodation and Food Services
  • Subsector 487 of Sector 48-49. Scenic and Sightseeing Transportation

2. Have an annual income that is under the income requirement established for this program.

3. Understand that all occupants must evacuate during Phase 1 of a declared emergency.
4. Provide documentation of Social Security numbers for all household members.
5. Be advised that Monroe County will conduct criminal background checks and sex-offender registration checks on all household members. Results of these background and sex-offender registration checks may affect your family's eligibility. Tenants shall not be subject to: lifetime sex offender registration requirements, or having been convicted of manufacturing or producing methamphetamine or other illegal drugs. 
6. Not have any household members who are engaged in any criminal activity that threatens the life, health, safety, or right to peaceful enjoyment of the premises by other residents, and not have any household members who are engaged in any drug-related or violent criminal activity.
7. Qualify as a suitable renter after a screening of prior rental history and financial responsibility.

SUBMITTAL INSTRUCTIONS

Applicant must:

  1. Redact all Social Security numbers, except the last four digits, and all account numbers on all attachments that will be uploaded. (Example: XXXX-XX-1234)
  2. Fully complete the online application linked below.
  3. Provide proof of fingerprinting. See the form for instructions. Provide a fingerprint processing receipt by uploading it with the application.  

    VERY IMPORTANT: Incomplete applications, including those that do not include the Receipt of Fingerprinting, will not be processed.

  4. Upload a completed Employer Statement, with 8 weeks of pay stubs; OR if the applicant is self-employed, a Self-Employment Declaration must be submitted, with a copy of the prior year’s tax return.
  5. Upload a completed Landlord Affidavit.
  6. Upload proof of citizenship or legal residency (copy of Social Security card with only last four digits showing or other legal identification for all applicants)
  7. Upload a copy of your driver’s license or other officially issued proof of identification.
  8. Other documents may be requested to clarify questions under review, including, but not limited to, your most recent IRS tax return, additional bank statements, additional pay stubs/income documentation, corporate entity documentation, etc.

Before starting the application, I have uploaded to my computer the following:

  • my ID and Social Security card or proof of residency
    • my co-applicant's ID and Social Security card or proof of residency
  • my proof of fingerprinting from the Monroe County Sheriff's Office
    • my co-applicant's proof of fingerprinting paperwork, if any, and over the age of 18.
  • my Employer’s Statement of Salary and Wages, with 8 weeks of pay stubs; OR if self-employed, completed self-employment declaration, with copy of prior year’s tax return.
    • 8 weeks of pay stubs can be one document or bi-weekly, or 8, depending on how you are paid
    • If over the age of 18, co-applicants also need:  
      • Employer’s Statement of Salary and Wages, with 8 weeks of pay stubs; OR if self-employed, completed self-employment declaration, with copy of prior year’s tax return.
  • Completed and signed landlord statement
  • Additional information requested in the above submittal instructions, with the account number redacted.
